Why not S63 in an M4 chassis? I reckon its because BMW had no more strings (loopholes, favors, etc.) to pull after homologating an S65 based racing engine (P65) in a Z4 chassis without selling an actual Z4 with an S65 in production trim.

As for DTM, the M4 DTM's chassis and engine are not based on the M4 in any way, shape or form. It is a monocoque chassis with a bespoke P66 4.0L V8 engine carried over from the M3 DTM. No requirement for it to be based on production chassis or engine. Think of it as the German NASCAR.
He summarized it perfectly. Which is kinda a shame, miss the old DTM
