My guess is they turned it down to ensure BOT finished ahead of Max in the standings.
I’m sure if Toto was “worried” as you say, they would have kept working on the W11 for the rest of the season. Instead they decided to develop the ‘21 car.

Also, let’s not forget that no way Lewis was 100% after recovering from Covid. I’m guessing he felt like hell after that race and needed longer to truly be 100%.
