No it doesn't mean that. People will still receive updates xx.2019 during 2020, 2021 and as long as BMW wants to. Is it the best way ? No, but it is how BMW does it actually.

There is no subversion like you mentioned here.
Every new version got a new version number.
So i assume, once BMW let the 07/2020, every capable car will be upgraded.
