Maybe you should read more than just the headlines, it was always in the rules. If it was allowed all teams would be doing it also.

FIA is just developing another way to test it now, since it past load testing but is still moving.

Article 3.8 of the F1 technical regulations states that bodywork must be "rigidly secured to the entirely sprung part of the car" and "remain immobile in relation to the sprung part of the car".

Otherwise you'd see massive active aero on the cars other than DRS.
