In PA, I'm sure other states as well, we have specialty plates that have a prefix which often blends in with the design of an alumni logo or something of that sort. Find an association you are okay with being affiliated with, pay a slightly higher fee, and depending on the size of that organization, you could have a much higher chance of availability.

M3 is readily available for the University of Pittsburgh Alumni Association, as is 0,2,3,4,5,6,7,8, and 9. You just have to be okay with having the Pitt script logo on your plate, and "be a fan or friend of the University"
