That would be a good candidate to Posterize.

Use the Posterize function and then bend the Exposure Curve around to see the colors and darkness change. I think it'll yield some very interesting effects, particularly for a racing game. You might have to tone mask the lights and tone them down a little, but start by playing with what you've got. PS CS4 has Posterize. Roxio has a Cartoon function that's also fun to play with.

I have to guard against using these effects too much. They're really dramatic to throw into the middle of a bunch of "normal" images, but the ratio needs to be like 1-to-100, unless you're doing an exhibit of Poster effects. The colors get wild, deep and really can zing. Don't forget to use the exposure and color curve to see a wide range of options. (I love that curve adjuster).
