It doesn't have to be 12 weeks (my personal routine). What i mean by cutting is that you eat cleanly with less calories than you do for a bulk. For example If your bulking your looking to eat 3000-4000 calories a day because you need to take in more calories than your body burns. When doing a cut you'd eat clean food consuming about 1500-2000 calories a day. You'd also up your cardio etc. to lose the fat you gained during your bulk, therefore achieving definition. There are different types of workout's you can do depending on your situation. To answer your question you should stay on the supplement's because they can only help you, but if your taking a weight gainer like me you'd probably should stay off it if you cut.
