I had the same problem. I picked up my car on 4/17, so the key was disabled when I took delivery. After having the dealer perform the update, I opened a case with the BMW assist group. They enabled the ability in the app to setup the key like yours is showing, but I kept getting the setup error like yours. The fix for me was to go to the mybmw site, and delete your car from there. I got a few warnings about not doing this if I still owned the car. I proceed and then re-added the car back. After which, I could setup the key.
