Red Bull confirmed that the tires were damaged and cut up. Which was the reason for the pitstop. Being 20+ seconds behind, might as well go for fastest lap. This is not the first time they've called this strategy.
Could Max have hypothetically won the race? Sure.
Hypothetically, his tyres could've exploded as well on the last lap like the three other cars.
We would never know. He secured 2nd place and brought home the points.
