You are somewhat right, but not completely and you are over simplifying it. I agree, this has to be changed, but you can't blame it all on Obama, who signed a temporary extension in 2009. Bush's 2001 tax cuts made more parents eligible for refundable credits, and increased the amount in steps to $1,000 per child. It's been debated back and forth since then.
