The round hole next to the Allen wrench is designed to store the bolt key, but many just put it in the glovebox or the center console. It looks like a bolt head on one side and a slightly larger cylinder on the other that fits over the locking bolts. Inside the cylinder is the "key" spline that fits into the cut channel in the top of the bolts.
My F30 came with wheel locks from the factory. In the trunk was a plastic blister pack about 6 inches square and an inch thick that the locking bolts and key ship in. The original wheel bolts and the key were in it. There is also a small card with a key code. That code allows you to order a replacement key. Example of the lock kit can be seen from GetBMWParts.com. If the key is missing and you don't have the code card, you'll need a BMW dealer to get them off. I've been told their shop has a set of keys so they can get them off without damaging the wheels. Then you can get a new set or just put plain bolts on.
