Spend a lot of money on preschool education / early childhood development focusing on the upbringing of well rounded intellectuals who have high EQs. Then, sit and hope that the next generation will be one of the greatest mankind has had to offer

None of the enumerated powers in the Constitution grant the federal government the right to fund education. That's a state issue. You'll need a Constitutional amendment. Not easy.

For what it's worth, even if you did have the power, the US spends more per student than just about every other country, yet we're nowhere near the top in actual results. Personally, I value results over intentions and the result of spending more and more of other people's money on education has not improved results. If anything, it's worsen them.

I would suggest a different approach is called for.

the point of my post was mostly to say that there are many people growing up emotionally unstable. Emotionally unstable people tend to do irrational things that often hurt others, therefore, I would try to curb that the best I could.

Better lives
Better society
