I scoured the BMW website for weeks looking for my car all across the U.S. It s a great website that allows you to filter the results for the options you are looking for and the search area as well. Found my dream girl - Loaded M40 Frozen Gray - at a dealer in Delaware.
Got mine for $9k under MSRP, but it was technically used and had 250 miles on the odometer. I recommend finding a car like this with >1,000 miles on it and let someone else take the big hit on depreciation. If it must be new, your chances of getting a sweet deal are minimal. I bought a $120 one-way plane ticket, $25 Uber, 2 hours of paperwork, and off I went. Drove it home from DE to TN in 12 hours. Very happy I did it. Highly recommend this tactic.

IF people are actually getting such discounts, it’s because said discount is heavily subsidized by BMW.

It is, or was limited. But there’s a web site which aggregates the areas so you can search nationwide. That’s how I got mine from Chicago, living in South West Kentucky. Flew up there from Nashville, drove back.

I checked them (one at a time - the only option). The mileage was almost identical at roughly 179 miles. So it appears that beyond 100 miles you get to see one dealer's stock with it being the closest by default.
